EUCLID (Euclid University / Pôle Universitaire Euclide) is an intergovernmental university established under international law as a specialized organization with a university mandate. Founded in 2008, it operates as a treaty-based institution delivering high-quality, flexible online degree programs in diplomacy, international affairs, sustainable development, global health, climate studies, and related interdisciplinary fields. Its mission focuses on capacity-building for officials, civil servants, and professionals from member states and partners, while welcoming qualified applicants worldwide.
EUCLID's legal foundation rests on two instruments registered with the United Nations Treaty Series under Article 102 of the UN Charter: the Open Memorandum of Understanding (MOU) between the Participating EUCLID Parties (UNTS I-49006) and the Updated Framework Agreement regarding the Parties' Participation in EUCLID (UNTS I-49007). These treaties establish its international legal personality, governance, and framework, akin to institutions like the United Nations University or European University Institute.
EUCLID currently serves 12 Participating States spanning Africa, the Americas, Asia, and the Pacific: Benin, Burundi, Central African Republic, Comoros, Djibouti (joined as the 12th in late 2024), Eritrea, Senegal, Sierra Leone, Saint Vincent and the Grenadines, The Gambia (headquarters state since 2013), Timor-Leste, and Vanuatu.
EUCLID partners with intergovernmental organizations, notably as an official educational partner of the Economic Community of West African States (ECOWAS), supporting scholarships and capacity-building for ECOWAS staff and citizens to promote regional integration, sustainable development, and professional training in West Africa.
In climate governance, EUCLID holds accredited intergovernmental observer status with the United Nations Framework Convention on Climate Change (UNFCCC), enabling participation in Conferences of the Parties (COP), including COP28 and COP30, with engagement on climate policy, resilience, energy transition, and SDGs. It is also an observer with the Intergovernmental Panel on Climate Change (IPCC), contributing to science-policy interfaces and assessments in areas like climate impact and resilience.
