During the forum, the participants learnt about the experiences of legal initiatives in the North, discussed the legal regulations of the northern territories' economy, natural resources and legal aspects of using the Northern Sea Route. In addition, the participants agreed to study the legal issues related to reindeer herding and the guarantees of indigenous peoples' traditional way of living. Using the results of the discussion, the drafts of the regulations on the federal and regional level will be prepared. This will ensure the sustainable socio-economic development of the Arctic territories.

The forum is supported by the Russian State Duma and the Government of the Yamal-Nenets Autonomous District. It was attended by the representatives of international, federal and regional institutions. The head of RAIPON and the head of the State Duma delegation in the Nordic Council Grigoriy Ledkov participated in the discussions as well.

The First International Arctic Legal Forum was held in 2011 on the Yamal Peninsula. After that forum, thanks to the initiatives of the deputies of Yamal-Nenets Autonomous District, the federal law was amended in order to fix the problem of the registration for those who lead a nomadic or semi-nomadic life.
