New Publication from the Nordic Council of Ministers: A Nordic Perspective on AMOC Tipping

The Nordic Council of Ministers has published a new report, “A Nordic Perspective on AMOC Tipping: Impacts and Strategies for Prevention and Governance.”

The report is the outcome of workshops arranged in October 2025 in Helsinki and Rovaniemi, Finland as part of Finland’s council presidency theme resilience. Led by the Finnish Meteorological Institute and supported by the Nordic Council of Ministers, the report presents the science, the impacts and required monitoring and mitigation of a collapse or weakening of the Atlantic Meridional Overturning Circulation (AMOC) from a Nordic perspective. 

The workshops were in part motivated by the Open Letter by Climate Scientists to the Nordic Council of Ministers, presented in 2024 which suggested a greater-than-previously-assumed risk of AMOC collapse. The letter highlights how Nordic countries have a long history in contributing to climate mitigation and adapting to ongoing climate change by making their societies more climate resilient. However, so far, the climate adaptation plans and policies have not been formed with the impacts of crossing key climate tipping points in mind. 

Among contributors to the report working in in partnership with the Finnish Meteorological Institute is Alun Hubbard, UArctic Chair in Cryospheric Science, Direrctor of the Thule Institute, University of Oulu Finland and professor UiT The Arctic University of Norway. 

The purpose of this report is to summarize the scientific knowledge on the potential impacts of an AMOC collapse, suggest ways to mitigate and adapt to these impacts, and provide an outlook on remaining scientific knowledge gaps. It is intended for a wide audience, including policymakers in countries surrounding the North Atlantic – such as the Nordic countries, the United Kingdom, and Canada - as well as government officials and the general public interested in the topic, and for those seeking for practical action points.
